Preparing the Equality Plan

Following on from equality legislation introduced in October 2010, there are new specific duties for public bodies.  As policing is not a devolved function (i.e. it is governed centrally and not by the Welsh Government) all police forces including North Wales Police and Police Authority are governed by the English Specific Duties. 

The regulations containing the specific duties are due to be debated in the House of Lords in September and will come into force following parliamentary approval.  Click on the link attached for more information on the specific duties regulations.

As part of our specific duties we will publish information about equalities and policing in North Wales.

Although the regulations will not be finalised until September, North Wales Police and Police Authority are continuing to work to meet the responsibilities of the equality duty.  We are taking a joint approach.  Together we are preparing a joint equality plan.  The plan will set out the Force's equality objectives over the next 3 years.  Equality objectives are the priorities that we will set in relation to issues of equality and fairness.  The Authority’s own objectives will mirror those of the Force, but will centre around our monitoring and scrutiny role.  For example, if the Force were to have an objective to raise awareness of disability hate crime and increase reporting of it, the Authority's own objective could be to support a publicity campaign and monitor hate crime figures for disability through the our Equalities Group (Grŵp Hawl) and/or Committees.

There are a number of specific tasks we are carrying out in the preparation of the plan.  We will publish equality information relating to our business and communities, carry out consultation and engage with local people on policing and providing a fair policing service.
We have a web page with links to and guidance on various documents and pieces of data that are relevant to policing in North Wales.  Some of this information is generated by North Wales Police Authority, some by North Wales Police and others by external agencies (E.g. the Equality and Human Rights Commission).  The purpose of having this website page is to allow people to see what our information tells us about our communities and the issues they face and to give them the opportunity to comment on that information and its impact on them.
