Born, raised and educated in Mold. A graduate of Bangor University with BA Honours degrees in Philosophy and History and a Post Graduate Certificate in Education. Taught History and Politics for nearly 30 years at Holywell, Deeside High School and also at Flint High School where he was Deputy Headteacher for 16 years until he retired.

A Mold Labour Councillor since 1970 having served on Mold Urban District Council, Delyn Borough Council and Flintshire County Council. A former Chairman of the Libraries and Information Committee and Executive Member for Education, Children's Services and Leisure for 9 years. Also a member of Mold Town Council since its inception and served three terms as Town Mayor.

Cllr Bithell was appointed to serve on the North Wales Police Authority in May 2009.  He is the Chair of the Proffesional Standards Committee and sits on the Audit Committee, Budget Scrutiny Panel and the Flintshire Community Safety Executive.  He is also the Authority's Lead Member on Anti Social Behaviour and sits on the Force's Trust and Confidence Board.

Other interests include St. Mary's Parish Church Mold where he is a member of the Parochial Church Council and served as its Secretary for 22 years. A member of the Mold and District Labour Party, the General Management Committee of the Delyn Labour Party and a former member of the Executive of the Welsh Labour Party. A former secretary and chairman of the local branch of Scope. A founder member and former Treasurer of the Mold and District Civic Society. A local historian who wrote and produced a popular video history of Mold.
