Councillor Gunning was appointed to the Police Authority in June 2008 following his election to Denbighshire County Council.
He retired from the Police Force in 2007 after 28 years service. He fulfilled a number of roles during his career with the Police Force and qualified as a Home Office Crime Reduction Officer and Child Protection Officer. He was a previous secretary of the Constables Branch of the Police Federation and Vice Chair of the Joint Branch Board which represented all federated officer ranks. Whilst engaged as Community Safety Officer/Co-ordinator for the Denbighshire Division he developed many partnership projects aimed at reducing crime and disorder.
A committed fundraiser and community campaigner, Councillor Gunning has chaired many community organisations and has co-ordinated annual fundraising events in North Wales for the charities “Children in Need” and NCH Cymru. In 2003 Councillor Gunning was awarded an MBE for services to the police and community.
He is Chair of Licensing in Denbighshire, a Governor at Rhyl High School and a Rhyl Town Councillor. He also works part time as a sessional worker for Flintshire Youth Offending Team. He is the Police Authority's lead member on Community Health and Drugs/Alcohol Related Crime and Disorder.
He is currently the Child Welfare Advisor with Rhyl & District Junior Football league and in partnership with the Sports Council for Wales developed “Sport –v- Crime & Disorder” seminars aimed at the development of partnership working with representatives from agencies involved in youth provision. In partnership with local licensees and music promoters Councillor Gunning developed the Rhyl “Musical Youth” project.
Councillor Gunning is currently the Vice Chair of Governors at Ysgol Brynhedydd.
