Cllr Pemberton was born in Higher Kinnerton Flintshire with Primary education at Kinnerton and Broughton St Mary’s Schools. Attended the Kings School Chester for Secondary education. Later acquired the A.C.I.B. Banking qualification.
Now retired from banking with considerable expertise of finance. After retiring from banking started and ran, for Twenty One years, the Chester Music Tuition School. For many years was founder member of several jazz bands some of which are still performing, he has a keen interest in all forms of music. In early days was active in local politics returning to such matters eight years ago as a Community Councillor in Hope. Also serving as a school Governor for Ysgol Estyn in Hope. In May 2008 was elected to Flintshire County Council for Broughton South Ward serving on Audit, Corporate Management, Pensions, Co-ordinating and Constitutional Committees.
Presently Chairman of the North Wales & Borders Group (formed in 2006) of the National Service (R.A.F) Association. Has always been involved wherever his career took him with local organizations i.e. Round Table, Lions Clubs, Arts Councils and Sport, played hockey regularly until his early fifties. Has three grown up daughters who now all live in North West Wales.
Joined the North Wales Police Authority June 2008 as one of the two representatives from Flintshire County Council.
