Resources Committee

The Resources Committee had the responsibility of overseeing and monitoring Resource activities in the Force. The Committee focused on two broad components our workforce  and the resources required to support the workforce to deliver a quality policing service. The Committee was responsible for overseeing force performance against the following priority in our annual policing plan:

 

 “Provide a well led, organised and skilled workforce”

Our workforce is fundamental in ensuring that North Wales receives an appropriate policing service. We are working towards creating a better, safer North Wales, and without an effective workforce we would not be able to provide a quality policing service to North Wales. Effective scrutiny of the support, development and training provided to Officers and Staff will be of particular importance in the coming years as the Force re-aligns its delivery mechanisms to meet the forthcoming financial challenges.

The scrutiny work continues through the Leadership and Equalities Portfolio.

Portfolio Groups

As it would be difficult to hold formal public meetings during much of 2012, namely the two periods of purdah from March to May and in October and November and the delay while the six councils work through the implications of the local election results in May and appoint members to the Police Authority. As a result, the Authority has decided to only hold formal public Authority meetings on 28 June (AGM), 26 September and 21 November.

The Authority has agreed to scrutinise the Force through a series of Portfolio Group Meetings as opposed to formal Committee meetings. Each Group is led by a Portfolio Lead Member who will have the same responsibility as the Chairs of the previous main Committees. The Chair and Vice-Chair of the Authority are also Portfolio Lead Members.

It is now the responsibility of each Portfolio Lead Member to convene quarterly portfolio meetings, with support from the Secretariat. Meetings of the Portfolio Groups have been arranged for April, July and October. The initial meetings in April will agree the focus of each meeting. All Members of the Authority with an interest in scrutinising issues within the portfolio will be invited and will agree responsibilities between them. Each member with responsibilities will provide an update to the meeting. The Portfolio Lead Members will then prepare a report for the Authority setting out the issues examined, highlighting issues for the attention of other members and/or requiring decisions.
